Preparations for the 2008 Integrated Census |

As preparation for the "Integrated Census", which
was conducted at the end of 2008,
a series of trials and tests was carried out, with the
purpose of trying out the census procedure and observing it in a variety of
types of localities in the country. In this framework, three trials were
conducted in 2002, 2004 and 2006.

2002 Population Survey |
The purpose of the first trial was to examine the
possibility of conducting an integrated census (is it possible to conduct a
census that combines data from administrative files with data from field
surveys?).
These activities included collecting and preparing of
administrative data on the population and conducting two field surveys. The field
surveys collected demographic data on the population and various data on
structures and dwellings in the city. In addition, the possibility of
connecting between data collected in the field and data from administrative
sources was examined. The trial was conducted in Beit Shemesh.

2004 Population Survey |
The purpose of the second trial was to try out the processes
and technological and statistical tools that would be used in the census, in
order to comprehend the possible failures in their use on the entire census
population.
The trial included collecting data by using a computerized
system, transferring them to the census headquarters, safeguarding the security
of the collected information, the enumerators' work, the work of the
headquarters support center, training the various position holders, etc.
In addition, a combination of data from several
administrative files merged into one data file were included, as well as data
collected from the field by CBS enumerators.
The trial tested the census activity in localities of
different types and emphasized the need for adapting the census processes to
the type of locality.
After the collection of the data various statistical
calculations were made, which constituted the basis for creating the final
census file, which contains data on all the residents of the locality.
The trial was held in five localities, urban and rural,
throughout the country - Giv'atayim, Tira, Newe Yamin, Yarhiv and Elishama.

2006 Population Survey |
The purpose of the third trial was a combination of testing
the methodology, processes and the technological and statistical tools that
would be used in the census, as well as the systems for distributing the
results of the census to the public. In addition, the logistical aspects of
recruiting and training personnel, as well as the system of payment to workers,
were tested.
This trial was the final one, and constituted a "dress
rehearsal" for the 2008 census.
After the collection of the data various statistical
calculations were made, which constituted the basis for creating the final
census file, which contains data on all the residents of the locality.
The trial was held in 25 urban and rural localities, and
data were collected from 20,000 households. The localities that participated in
the survey are: El'ad, Be'er Ya'aqov, Ben Shemen, Bene Ayish, Jaljulye, Gedera,
Kafar Qasem, Lod, Modi'in, Mazkeret Batya, Ramla, Bet Hashmonay, Mishmar
Ayyalon, Yad Ramban, Azarya, Be'erot Yizhaq, Giv'at Brenner, Gezer, Mishmar Dawid, Nahshonim, Nezer
Sereni, Enat, Zova, Hura and the institutional locality Ben Shemen.
The various localities were chosen in order to test the
census systems in localities with varied characteristics, and to check the adaptation
of the process to the various types of localities.
